Subdivisions

Subdivision platting is a process required for making legal lots out of an existing tract of land in accordance with the City of Georgetown's Unified Development Code (UDC). No permits may be issued on land that is not considered to be a legal lot.


Applicability

A plat is required for the division or development of land either in the City Limits or in the Extra Territorial Jurisdiction (ETJ) of the City, if a valid plat does not currently exist or the property does not meet the exemption requirements as defined in Chapter 3.08.020 of the UDC.

Review Process

There are two processes for platting:

I. Standard Platting Process:

  • Preliminary Plat: A preliminary plat is a document, prepared by a registered surveyor or engineer, which shows property lines, monuments, and other landmarks for the purpose for identifying property.
  • Preliminary Plats are reviewed by the Planning and Zoning Commission who make a recommendation to the City Council regarding the plat.
  • Any waivers of the standards in Chapters 6-13 of the UDC, may be requested during the consideration of the Preliminary Plat. Justification for the request shall be submitted with the plat application.
  • Following approval of the Preliminary Plat the City Engineer must be notified as to which construction procedure will be followed by the development.
  • Final Plat: A final plat is the final map of a subdivision presented for final approval, and recordation.
  • Approval of Final Plats is the responsibility of the Planning and Development Services Director.

II. Administrative Platting Process:

  • Minor Plat: A minor plat is an administrative process for a proposed subdivision that contains four or fewer lots on an existing street, requiring no additional municipal facilities (streets, utilities, etc.)
  • Amending Plats: An amending plat is a plat which meets the definition of Texas Local Government Code 212.016, to correct an error, omission, descriptions, relocations of lot lines, scriveners or clerical errors, etc.

The administrative process does not apply if waivers are requested, or utility or land dedications required. Such project will require review by the Planning and Zoning Commission, as outlined in the Preliminary Plat.


Expiration of Plat

  • Preliminary Plat approvals shall expire 18 months after its approval unless a Final Plat is filed and approved within that time. For phased projects refer to Chapter 3.08.050.J.2 of the UDC.
  • Final Plat approvals shall expire 12 months after the approval if the plat has not been filed for record with the Office of the County Clerk of Williamson County.
  • Minor Plat approvals expire one year from the approval, if the plat has not been filed for record with the Office of the County Clerk of Williamson County.
  • Administratively approved plats expire one year from the approval if the plat has not been filed for record with the Office of the County Clerk of Williamson County.


General Review Time

  • Preliminary Plat - 60 days
  • Final Plat - 30 days
  • Minor Plat - 30 days
  • Amending Plat - 30 days


Appeal

The Director may not disapprove an Administrative Plat. If the Director is unable to approve the Administrative Plat, the Planning and Zoning Commission will take final action. An appeal may not be requested for the purpose of continuance, and extension agreed to by the applicant and Director, or a determination that an application is not complete.
