Site Plan Review

A Site Plan is an administrative permit that is obtained from the Director of Planning and Development Services. A Site Plan is required within the City Limits for all multi-family and commercial projects. A Site Plan is a detailed site layout containing sufficient information to evaluate the land and architectural aspects of the proposed development. It needs to show the compatibility of the development with nearby areas as well as access, landscaping, driveways, parking spaces, loading spaces, sidewalks etc. The Site Plan must be approved prior to any land disturbance and building permit applications.


Applicability

A Site Plan is required within the City Limits for all multi-family and commercial projects. Detached single-family and two-family development on individual platted lots are exempt from the site plan requirements but must obtain all other required building permits prior to construction.

Review Process

A Site Plan is an administrative review process. The processing of a Site Plan will involve the following steps:

  • Formal Application
  • Review for Completeness of Application
  • Staff Review
  • Final Action Any modification to an approved Site Plan must be resubmitted to the Director for consideration.


Expiration of Permit

A Site Plan will expire 24 months from the date of Director approval unless:

  • A building permit application has been submitted
  • A Certificate of Occupancy has been issued (if no building permit is required)
  • If the project is phased building permits may be submitted in a series
  • The first application must be submitted within 24 months form the date of approval
  • Each subsequent permit application must be submitted within 24 months from the date of the issuance of a Certificate of Occupancy for the previous phase.


General Review Time

On the current application cycle a Site Plan would take approximately 45 days from the date of complete application submittal to the date of approval by the Director of Planning and Development Services.


Appeal

Per Section 3.14 of the Unified Development Code, an appeal of an administrative decision (such as a Site Plan Reivew) may be filed by: any person aggrieved by the administrative decision; and any officer, department, board or bureau of the City affected by the decision. The appeal is filed with the Department of Planing and Development Services and must specifically set forth all grounds for the appeal. An appeal of an administrative decision must be made within 30 days after the date of the decision. Such decision will become final following expiration of the 30-day period if no appeal is filed. The appeal authority for administrative decisions is the Zoning Board of Adjustment.
